EXTERNAL AUDIT SERVICES – ADVERTISEMENT / INVITATION FOR EXPRESSION OF INTEREST

The Tanzania Human Rights Defenders Coalition (THRDC) invites qualified and reputable audit firms to submit Expressions of Interest (EOI) for the provision of External Audit Services for the financial years 2026–2028. Please visit https://thrdc.or.tz for more details about our organization

1. Objective of the Assignment

The objective of this engagement is to appoint an independent external auditor to express an audit opinion on THRDC’s annual financial statements and assess compliance with applicable accounting standards, laws, donor requirements, and internal policies.

2. SCOPE IF THE AUDIT ENGAGEMENT
The selected external auditor will be responsible for

 i.Examine whether the financial statements present a true and fair view of the financial position of THRDC

ii.Assess whether funds have been utilized in accordance with donor agreements, approved budgets, organizational policies, and applicable laws and regulations;

iii.Review the adequacy and effectiveness of internal control systems, financial management procedures, and risk management mechanisms

iv.Verify the existence and proper recording of assets, liabilities, revenue and expenditures

v.Assess compliance with statutory obligations, procurement procedures, and donor requirements

vi. Review supporting documentation for financial transactions and expenditures

vii.Identify weaknesses, irregularities, or non-compliance issues and provide recommendations for improvement

viii.Conduct any additional audit procedures required under donor agreements or management requirements.

ix. Preparation of tax computation and submission of Return on Income (ROI) for the respective audit year.

3. Deliverable

· Audited financial statements for both THRDC mainland and Zanzibar

· Management letter

· Agreed upon procedures report

· Project donor audited financial statements (where applicable)

· Tax computation report and filing of ROI in the year of audit

4. Eligibility Criteria

Interested audit firms must:

  • Be legally registered and licensed by the National Board of Accountants and Auditors (NBAA);
  • Demonstrate proven experience not less than five (5) years in auditing NGOs and donor-funded organizations;
  • Have qualified and experienced professional staff;
  • Demonstrate independence and absence of conflict of interest;
  • Adhere to international auditing standards and professional ethics.

5. Submission Requirements

Interested firms are required to submit:

  • Company profile and registration documents;
  • Technical proposal;
  • Financial proposal;
  • Evidence of similar assignments undertaken;
  • Valid professional certifications and licenses.

7. Selection Process

Applications will be evaluated in accordance with THRDC procurement procedures. Only shortlisted firms will be contacted for further steps.
